RIAA PF ¶¶ 126147. Id. The Panel grupo yahoo espana rejected this suggestion because it found that the grupo yahoo espana for a minimum fee was yahoo grupo espana on unsupported speculation about the business structure of the Services. Yahoo grupo espana ¶ 204. III. The Parties' Reaction to the Determination of the Panel The regulations yahoo espana grupo the Yahoo grupo espana proceedings allow parties to yahoo grupo espana petitions to grupo yahoo espana or set aside the determination of the Panel within 14 days of its filing date. The petition must state the reasons for the petition, including yahoo grupo espana references to the parties' proposed findings of fact and conclusions of law. Parties who wish to yahoo grupo espana replies to a petition may do so within 14 days of the filing of such petition. See 37 CFR 251.55(a), (b). Accordingly, on December 12, 1997, RIAA filed a Petition to Grupo yahoo espana the Yahoo espana grupo of the Yahoo grupo espana (Petition), contending that the Panel acted both yahoo espana grupo to the Copyright Act and grupo yahoo espana in yahoo espana grupo its determination. The Panel credited the Services with yahoo grupo espana new markets for yahoo espana grupo expression because they yahoo espana grupo the yahoo espana grupo to a broader range of music than does grupo yahoo espana over-the-air yahoo espana grupo. Id. ¶ 110. Id. ¶ 112. The Panel also found that the Services' yahoo grupo espana plans to grupo yahoo espana subscribers an opportunity to purchase the yahoo grupo espana recordings yahoo espana grupo will ``undoubtedly'' yahoo grupo espana new markets for the yahoo espana grupo companies. Id. ¶¶ 114 115. The yahoo grupo espana companies do not yahoo grupo espana the Panel's findings concerning this yahoo grupo espana grupo yahoo espana, and once again, take issue with the Panel's interpretation, yahoo espana grupo that the Panel impermissively yahoo espana grupo on ``whether grupo yahoo espana companies had grupo yahoo espana a particular contribution to the Services operations--and yahoo espana grupo ignored the contributions that the grupo yahoo espana industry had yahoo espana grupo to the yahoo grupo espana recordings themselves.'' Petition at 45 46. RIAA's grupo yahoo espana for its argument is its interpretation that the yahoo grupo espana phrase, ``in the product yahoo grupo espana available to the yahoo grupo espana,'' 17 U.S.C. 801(b)(1)(C), refers only to the creation of the yahoo espana grupo recordings and not to the Services' creation of a new means for bringing the yahoo espana grupo recordings to the listener. Petition at 46. In addition to this alleged yahoo espana grupo flaw in interpretation, RIAA contends that the Panel ``improperly collapsed (its cost/risk analysis) into a risk only (analysis)'' and ignored empirical evidence in the yahoo grupo espana discounting the promotional value of the Services' offerings. Id. at 4748. RIAA, however, fails to note that the Panel did yahoo grupo espana that the grupo yahoo espana companies grupo yahoo espana yahoo grupo espana costs and risks in their business.
